Slæ̈rn Éi-ērv (/mond/ /æ̝rv/ [serial] [power; force]) is a subtropical City located in the Vejkzmekáf Principality of the Koiapi.

The name Slæ̈rn Éi-ērv is derived from the Sylvin language, as Slæ̈rn Éi-ērv was founded by Shelîl, who was culturaly Gnoll.

Climate

Slæ̈rn Éi-ērv has a yearly average temperature of 7°C (44°F), with its average temperature during the summer being a cold 6°C (42°F) and its average temperature during the winter being a cold 8°C (46°F). Slæ̈rn Éi-ērv receives an average of 243 cm/y (95 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Slæ̈rn Éi-ērv covers an area of nearly 30 km2 (12 mi2), and an average elevation of 4734 m (15531 ft) above sea level.

Overview

Slæ̈rn Éi-ērv was founded durring the early 13th century in fall of the year 1246, by Shelîl. The establishment of Slæ̈rn Éi-ērv was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Shelîl struck deals with nearby nations and communities to establish Slæ̈rn Éi-ērv as a prison colony.

Slæ̈rn Éi-ērv was built using the conventions of Gnoll durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Slæ̈rn Éi-ērv is no diffrent. The city's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.

Slæ̈rn Éi-ērv is buildings are arranged arround a network of narrow cobblestone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The city sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Slæ̈rn Éi-ērv's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the city's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Slæ̈rn Éi-ērv's boondoggle-of-a-fortified wall are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

A look around Slæ̈rn Éi-ērv is like a look into a broken heart which long ago fell to corruption. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need… unless of course, they would be an easy target for some robbery. The city has truly fallen to evil.

Civic Infrastructure

Slæ̈rn Éi-ērv has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Slæ̈rn Éi-ērv. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Slæ̈rn Éi-ērv's parks.

Slæ̈rn Éi-ērv has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Slæ̈rn Éi-ērv.

Slæ̈rn Éi-ērv has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Slæ̈rn Éi-ērv's garrison was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

In Slæ̈rn Éi-ērv during thunderstorms, with each flash of lightning, everyone sees different monsters from the corner of their eyes.

The Spider, Skull (Tiny) near Slæ̈rn Éi-ērv are known to be quite timid.

Slæ̈rn Éi-ērv's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves sex to channel Conjuration energies of tier 3 via moments of science.

POI

History

In time immemorial, reportedly some time during the early 2nd century, Slæ̈rn Éi-ērv was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Slæ̈rn Éi-ērv lost 202 people, 391 livestock, and 62 buildings. The conflict ended after roughly 147, when members of Slæ̈rn Éi-ērv's militia enacted an operation to liberate a particular fortification from the enemy. The operation was complicated by aggravated civilians, who cause problems for the militia for a host of reasons. The conflict ended with the defense of the fortification against a siege, which ended in defeat for Slæ̈rn Éi-ērv's forces. The war is remembered in legend by Slæ̈rn Éi-ērv's bards, historians, and legend keepers.
